A great leader who possesses good values is a person with honesty, integrity, commitment and sincerity. These are all very important values because it is the foundation on which you will build everything in your life. True Leaders can make a difference because they have developed a different kind of personality. They are optimistic and able to influence others to be optimistic too.
What sets them apart is their genuine interest in others and their sensitivity to show concern for others and not abusing their authorities onto the people down in their organization into just making money alone. Their role instead is to lead and inspire other into leaders as well.

The attributes you describe in effective leaders are what I would typically refer to as integrity. You are right on that without it leadership is impossible. John Maxwell whom you quote here also said leadership is nothing but influence. How can we influence those we have no trust based relationship with? Simply we cannot.
We need to care about others welfare and have them see it through our actions first and foremost.
