The attributes you describe in effective leaders are what I would typically refer to as integrity. You are right on that without it leadership is impossible. John Maxwell whom you quote here also said leadership is nothing but influence. How can we influence those we have no trust based relationship with? Simply we cannot. 

We need to care about others welfare and have them see it through our actions first and foremost.
